Use satellite imaging to improve abandoned auto tows

keep Oakland jobs and stick to people doing this work. Don't transfer Oakland tax payer money to tech companies. Oakland needs to deputize their parking technicians so they can tow cars. It's really inefficient and stressful to Oaklander when cars block driveways and no one takes responsibility for removing the car.
