Interesting thoughts/ideas! I wonder how to make this idea more specific to getting issues addressed around abndoned autos/illegal dumping? For example, I know that DMVs have "office hours" for specific demographics in some states (e.g., elderly or veterans). What if certain departments in Oakland's government created office hours where people could simply come in and talk to a city staff person about an issue they are experiencing?
