It has been shown time and time again that beautifying a place shows it is cared about and not neglected. Greenery, art and clean pathways all deters illegal dumping. This has shown to be true across cultures and geographies from India to Camden, NJ. Focus on native and drought tolerant species. With trees being planted in areas that currently are hot spots for illegal dumping.
Ensure there is a plan to keep it "nice"
Plant specifically carbon-sequestering plants and trees. Employ those in need of jobs to plant.
Greenery improves mental and physical health of residents.
