Repurposing City Owned Property Into Unhoused Incubator Hub

research into who else has been doing similar programs. would you collaborate with them or seek to become a completely new program? thx:)

I like the idea of using existing property, the less clear part is what it'll take to make them live-able (especially buildings not designed for housing)
