Pay People for Bringing Trash to Suitable Lcoations

An obvious solution and one wonders why the city had to run a idea contest and couldn't realize this on their own. But it's not really necessary to pay people to do the right thing. Just make it easier and no-cost. As it is now, there aren't even any small public trash cans on the streets. Install them asap as well as free dumpsters in every neighborhood for larger items. Of course there will always be those people who dump trash in the street regardless, but most people won't if there is a convenient alternative. Yes others might come from outside Oakland to use the free dumpsters but they are doing that already and it's going onto the streets.

I appreciate this incentive approach rather than penalties. It’s a form of investing in prevention. I could imagine people picking up dumped trash in order to get a payoff as well.
