Prevent homelessness through preventative measures

I strongly support reestablishing the open waitlist for Section 8 Housing in Oakland and in Alameda County. I agree this should be another one of the tools in the toolkit to support the goal of sheltering all unhoused people and also in providing a safety net for the next group of renters (or homeowners) who might be 1 step away from homelessness. This is one To Do which could be accomplished immediately.
