This is a simpler, but similar to what I proposed in my "Where to move the homeless -- economically" -- campgronds -- not buildings. But in any case, there should be size limits on individual tents and some kind of registration/accounting. I like to see some kind of nominal payment for the managed site -- just to "invest" campers in their spaces.
