Incentivize homeowners to house people
It is rooted in common sense - why would people take a risk when the City clearly does not have their back
There is a nonprofit that places people in homeless jams in private homes with some extra space. There is no 'rent' paid. The org vettes clients and arranges meetings among prospects, to explore comforts and compatibility. This is just plain human stuff. Generosity, charity, community, etc.
Incentives do not have to be monetary. Simple protections for homeowners being and property would go a long way to encouraging them to opening their homes/property. Even enforcing the existing "Lodger Law" would help.
