Move homeless to Army Base

I've always felt it was a good idea to use unused sections of the Oakland Army Base as well as parts of Alameda Naval Air Base. Both facilities are somewhat out of the way and could be maintained privately. This is an excellent idea. I've always wondered why the bases were not previously utilized especially since it's wasted, unused space. I am also aware that I believe some parts of both bases previously had contamination issues. I'm not sure if these issues have been cleared up yet or not.

I like this idea, but some sort of shade structures would have to be installed or people just won’t stay. It’s exposed and hot as h*^l out there on a sunny day.
