Exactly. If homeowners were offered protections, even as small as OPD enforcing the existing Lodger Law more homeowners would be willing to open their homes. Even when a homeowner has a restraining order against their Lodger (met all the requirements for this law) for violence, the homeowner had to let the perpetrator access to their home.
