This is called "broken windows" policing and all it does is lead to more mass incarceration. There is no evidence that it brings down crime.

The City does not have enough trained police to enforce laws prohibiting dangerous activities. The City Council de-budgeted the Mayor's proposed Police Academies to train police. As a result, training has been delayed a number of years and laws will not be enforce.

The homicide statistics you provide in your question are not the only crime statistics that are relevant. Car thefts, burglaries, robberies, assault and other crimes make people feel unsafe.
