Collect quality stat on homelessness

Results won't do anything.

It addresses the issue that we don't really know how many homeless there are. I would add that folks migrate here because they know they can pitch a tent in Oakland. I've heard them say it as they arrive on Greyhound in Downtown Oakland. If we allow them to pitch a tent, we should know who they are not to penalize or prosecute in any way but for a valid headcount to provide shelter and other resources.
