Reduce Illegal Dumping

I like the idea of roving trash trucks to pick up the illegal dumping. The city of Oakland already has crews on staff that already handle the illegal dumpsites. They have to use them effectively.

Better to provide a dumpsters and have a collection system - rather than dumped trash accumulating and then waiting to be picked up.
