Cash for Trash (Gas cards for trash)

I heard a city close to Sacramento was paying the homeless folks $25 gift cards to CVS and it was working! The area was kept clean and the homeless people were able to buy health supplies.

Allows homeless to keep their own areas clean.

Might consider giving out a prepaid "wellness" card that can be used at participating pharmacies for pre-approved over-the-counter items such as vitamins, band-aids,etc. The "wellness" cards I know of are available through certain health insurance plans and allow $100/quarter.
