Employ Homeless

I like the idea but has it worked? Has San Jose seen less dumping? Is San Jose cleaner as a result?

I like how this will employ homeless and get them to clean up their surroundings. This needs to be paired with regular trash pick ups/disposal services.

Getting the Privacy Commission to make it easier to install cameras , including night vision cameras, in public parks and roadways; reward a daily monitor to take and report daily photos; and consider job training for someone to review the camera footage and make reports when new dumping is discovered.
