Don't give it to a non-profit. Create jobs through the city or Caltrans.

Look at the models that have been used previously, both in SF and Oakland. Some urban farming groups and small businesses(Kube Ice Cream?) have used models of training the homeless or formerly incarcerated. However, I agree with another contributor..... do not make the process to include creating another non-profit from the ground up. Do it through the city's Homeless Dept, which could be expanded. J. This has worked in other cities.

They can also be paid to provide services within their communities once they're housed such as gardening, landscaping, sweeping, cleaning, etc.

Great Idea!

By offering both housing and work, the program would provide a holistic approach to addressing homelessness. This would not only give individuals shelter but also an opportunity for economic stability, thereby reducing the long-term burden on social welfare programs.

Decreasing the homeless population can lead to reduced crime rates, health issues, and other challenges that come with urban homelessness. Cities often spend considerable amounts on managing these issues, and such a program could offer cost savings in the long run.
