How would this be funded?

The city council should take a trip to England where they have much more progressive solutions. Homeless are offered simple jobs they can build upon and free simple clothes, shelter, and health care. There is immediate intervention so as to keep the parks clean and trash free for families. There is no hands off the homeless, rather they get lots of hands on help not left to rot under an overpass subjected to criminals and drug dealers. The police are not armed. Overall a win win for everyone
